Welcome to a Conversation About Alternative Futures Being Considered for the Town's New Comprehensive Plan


The planning process for the town's new comprehensive plan (Mooresville Tomorrow) relies, in part, on scenario planning and a likely impacts analysis to evaluate different growth and development options for the community, measure their impacts, and evaluate the trade-offs between them.

The scenario planning process starts at the same place – with an existing conditions analysis to know where the town stands today. It also ends at the same place – with a future land use map to include in the comprehensive plan document. Everything in between is flexible. Five alternative futures were developed for consideration, which build upon the thoughts, ideas, and opinions expressed so far in the comprehensive planning process. The scenario planning process and the choices it considers empower the community with more information, and more confidence, to make decisions about its future.

We need your feedback on the five scenarios to better understand how each resonates with residents and captures individuals' preferences for how the town best evolves. The scenarios themselves are fictious stories about the future, not forecasts or predictions. They are possible futures that might happen and are based on what already exists, emerging trends, or the community’s desires to change course in the future. The essential requirement of any development scenario is that it be plausible, within the realm of what exists or could be in Mooresville.

Please visit us at the Growth Choices Workshop on August 20, 2024, or one of the three "office hour" events that will follow to voice your opinions about the alternative futures being presented for the town's planning area. And do not worry! You do not need to pick one scenario as the winner for the town’s future. Each purposely stretches options available in different directions to provide choices for the community. A hybrid scenario for Mooresville will be developed from one or more parts of the five scenario concepts presented now. Community feedback from the workshop, the three “office hour” events held after the workshop, and a forthcoming online survey will be shared with a Community Advisory Committee that was convened for the new comprehensive plan. They will work with town staff and the consultant to refine planning themes and topics that will influence the hybrid scenario.


Growth Choices Workshop

On August 20, 2024, the Town of Mooresville will share five conceptual scenarios for the future at a Growth Choices Workshop. The event will be held from 4:00 to 7:00 p.m. at the Charles Mack Citizen Center in Downtown Mooresville. The workshop is formatted as a drop-in event, so stay as long as you like and ask the project team lots of questions. Leave your reactions to the five different scenarios using the sticky notes provided underneath each set of posters.

Early thoughts from workshop participants should start with answers to four prompting questions:

(1) What do you like about each scenario?

(2) What do you dislike about each scenario?

(3) What changes could be made to improve each scenario?

(3) What topics highlighted in each scenario would you like to learn more about?

The presentation boards used at the different events can be downloaded via the links on the right side of this page.


Growth Choices Office Hours

The project team for the new comprehensive plan will host three office hour events to meet with residents and answer questions about the five scenario concepts. They will also be available to answer technical questions about the impacts analysis performed on each of the scenario concepts.

All events are programmed as informal drop-in events, where residents may spend 15 to 30 minutes with project team members to ask clarifying questions about the five scenario concepts. The events are scheduled from 9:00 a.m. to 6:30 p.m. on each day:

  • Mooresville Convention and Visitors Office on Thursday, August 22, 2024
  • Selma Burke Center on Tuesday, August 27, 2024
  • West Branch Library on Thursday, August 29, 2024

Growth Choices Online Survey (NOW CLOSED)

The online engagement hub uses ESRI StoryMap technology to organize maps, videos, and text that help residents visualize the alternative futures. The information is presented in multiple tabs accessible via the banner at the top of the page (similar to a standard web browser). You can also scroll down the page following the topics in the order of the presentation using the different hotlinks in the banner. The "Growth Choices Survey" hotlink in the banner will take you to an external survey created using ESRI's Survey123 application.

You will need to click on the red box buttons (links) throughout the StoryMap to start videos or download information linked to this site. Look for the small arrow navigation buttons to the left and right of the images included in StoryMap to scroll through the image deck. Hover the mouse over an image to activate a magnifying glass icon. Click your mouse button once and you will see the magnifying glass icon to enlarge the image on screen.
